Project "Capital Wasteland," a modification (mod) announced to recreate "Fallout 3" in "Fallout 4" is no longer in development according to the mod maker, Road to Liberty.

According to project lead NafNaf_95, Road to Liberty had decided to cancel the development of their project following a talk with Bethesda Softworks, the developer and publisher of both "Fallout 3" and "Fallout 4," concerning the mod maker's planned method to integrate the voice acting and other audio from "Fallout 3" into their supposedly upcoming "Capital Wasteland." The project lead said that during the conversation with game's developer, Road to Liberty realized that their plan would raise "red flags" they have not anticipated.

NafNaf_95 said that after giving the project some thought, they realized there is no legal way to pursue the remake of "Fallout 3" in "Fallout 4's" "Capital Wasteland" portion. The project lead said that if they were to continue with their plan, the entire Road to Liberty team working for the mod will be liable for any acts of Piracy and Copyright infringement charges once the project is released.

The project lead said that they have thought of replacing all the voices in the game as opposed to halting the development altogether. However, they cannot bring themselves to do so as they believe the then-upcoming mod will not be the same without the original voices that worked on "Fallout 3" like Liam Neeson, Malcom McDowell, Ron Perlman and Eric Todd Dellums. The project lead said that if ever it will be fully legal to continue with the project, they will. n xd

PC Gamer reported that "Fallout 4: New Vegas," an upcoming mod being developed by Team F4NV, has faced the same legal problem. Team F4NV has initially rejected the idea of replacing the voices in the game. However, unlike Road to Liberty, Team F4NV decided to continue with their project, opting to record new voices instead.
