This has been a pleasant surprise for fans, as the move by the game's developers was quite unexpected. Usually, it takes quite a bit of time before rare Pokemon become available, especially across different global locations -- which means that players will have access to the coveted Pokemon.
As of now, the Gen 3 rare Pokemon Seviper can be found in North America, South America, Canada, and Africa. Meanwhile, Europe, Iceland, Asia, and Australia will be graced by Zangoose.
