Windows 10 Mobile Cumulative Update 10586.318 is available for devices that are not part of the Insider Program. These include devices originally shipped with Windows 10 Mobile, Release and Production Rings.

He also mentioned that the blocking bugs discovered last week have a fix already but will not be available for release until testing and evaluation is finished.
