Detective Jim Gordon (Ben McKenzie) will find a surprise ally in his quest to take down Theo Galavan (James Frain) in the upcoming winter finale of "Gotham."

In "Worse Than A Crime," the promo shows that Penguin (Robin Lord Taylor) will tell Gordon it is time for them to work together to defeat their common enemy. Last episode, the villain saved Gordon from Theo's goons, who almost beat him to death. He then demanded where Theo was hiding so that he could avenge his mother.

For Gordon, he needs to find Bruce Wayne (David Mazouz), as the boy is kidnapped by Theo. According to Comicbook, the boy billionaire is abducted and taken before the Order of St. Dumas. In an interview with TV Line, executive producer John Stephens explained what exactly this mysterious brotherhood is.

"It's an old order of monks who for the past 500 years have been anointing a sort of 'champion' -- Azrael -- a vigilante assassin who goes out and purges the world of sin," he said.

Theo plans to kill Bruce and continue building his own "empire" in Gotham City. To save the boy, Gordon will need an army behind him. His opponent has the men and armaments needed to take over the city. Gordon's police force is sadly outnumbered. That is where Penguin and the other criminals come in.

Penguin offers Gordon an alliance that the latter cannot turn down. In the teaser, a combined force of policemen and crooks is seen marching toward Theo's hiding place. Penguin is holding a big gun and is telling Gordon that they share a bond, pertaining to the debts they both have to settle with Theo.

Meanwhile, the clip also shows Bruce having a moment with Silver St. Cloud (Natalie Alyn Lind). He is telling her he loves her while unknown men drag him away. Is this another one of Bruce's ploy to deceive her once again?

"Gotham" season 2 airs Mondays at 8 p.m. EST on FOX.
