The judge who reviewed Paul Walker's mother's petition seeking temporary guardianship of his 15-year-old daughter Meadow last month didn't see why an immediate change was necessary and denied that part of the motion, according to documents released Wednesday.

According to People, shortly after Cheryl Ann Walker filed the reports on Mar. 18, Los Angeles Superior Court Commissioner David J. Cowan wrote in a minute order for attorneys, "Why is temp guardianship needed? What is urgency?"

Cowan also noted that papers to Meadow and her mother Rebecca Soteros were not served by Walker's attorneys and that further paperwork would be required to ask for change in guardianship. It is not known whether the further paperwork was submitted by Walker's attorney Bela Lugosi.

However, despite the latest report, a custody agreement has been made last week and Meadow Walker will be under the legal guardianship of her grandmother.

The Fast and Furious actor is said to have written in his will that his mother should become Meadow's guardian if anything happens to him.

A further court hearing for the guardianship was scheduled for March 27, but the family had come to an agreement before the hearing.

E! News reported: "As a result of a family meeting yesterday, an agreement has been made between the parties and attorneys in the case. The good news is that things are getting better for everyone involved."

15-year-old Meadow has been living with Cheryl since August 2013. Her mother flew in from Hawaii after Walker's tragic death to be with the pair. Meadow will inherit $25 million of her father's fortune.

The insider also told E! that Meadow is happy with the agreement which involves both the guardianship and estate issues. "Meadow will live with her mother and they will be getting a place [in California] and the agreement does involve both the guardianship and estate issues. The teenager is said to be "happy" with the agreement and Cheryl "won't gain any control.""

Rebecca Soteros was arrested in 2003 and 2013 for drunk driving and is scheduled for a DUI hearing in May.
