According to What Culture, the biggest speculations are on the DLC's possible locations in "Fallout 4." The expansion itself was already confirmed, with Bethesda already coming out with a Season Pass. However, the content itself is still under wraps, but some clues are said to be hidden in the Boston Wastelands, which give hints at what the expansion would look like.
The industry follower listed underwater location as one possible area that "Fallout 4" expansion packs may explore. According to the report, the underwater maps were intricately designed by Bethesda, and previous explorations uncovered a yet-to-be-unlocked entrance with writings on it.
In addition, there is also a subtle hint at a secret weapon discovered by modders. According to a report by Polygon, when "Fallout 4" was launched last month, one of the hidden weapons that were uncovered accidentally was a harpoon gun. While this may not exactly point to an underwater expansion, the way the harpoon gun was used was a subtle hint. The harpoon gun releases water bubbles when used as part of its weapon animation. This means that there might be an underwater use for the spear weapon which will come out as future content for "Fallout 4."
The industry follower added that an underwater expansion may be the next thing for the "Fallout" franchise as a way for Bethesda to offer new content for "Fallout" fans. The last time that the developer featured an underwater mission was for "Fallout: New Vegas," but the mission itself was a limited one, with exploration only the featured gameplay.
