McCullough, welcomed the US senate's approval of the Paul Simon Water for the Poor Act, signed into law by President George Bush last Thursday. CWS said the "landmark" Bill "demonstrates that the United States takes seriously the idea that access to water should be contingent on need, not on the ability to pay".
