The Islamic State terror group has issued a new propaganda video threatening London, Rome and Berlin with attacks. However, experts believe the video also contains signs that IS is itself in crisis.

The 4:46 Al Wa'ad Media video shows graphic images of beheadings, executions and mass destruction.

Most captions are in Arabic but English is used to reiterate the phrase: "Fight them, Allah will punish them by your hands".

The video also says of unbelievers: "Kill them wherever you find them."

It shows an image of Westminster Parliament and the Colosseum in Rome followed by the words: "We will march to the gates of the paradise, where our maidens await."

Captions in English say Islamic State soldiers are "preparing to roar" against the "kuffar" or infidels. The commentator also repeatedly threatens "kuffar". The video features a computer generated image of the Eiffel Tower in Paris being destroyed and other footage from attacks in Paris, Brussels and 9/11. 

"Nations of the cross, this message is for you. Know that your options are few, either you join Islam, or pay tribute, or freeze the war," the narrator says in English. 

"If it was Paris yesterday, and today in Brussels, Allah knows where it will be tomorrow. Maybe it will be in London or Berlin or Rome."

Gilles Kepel, a French expert on jihadism, told The Independent that ISIS' propaganda message had become "muddled".

He said: "Its communication is in crisis. These indiscriminate attacks have fallen on multi-cultural cities with exactly the kind of Muslim populations they are trying to recruit. But these actions have not brought Muslims together. Far from it."

Islamic State is suffering growing numbers of military defeats and some of its main leaders have been killed.  Recently, Salah Abdeslam, one of the men behind the Paris attacks, was captured.
