Captain Lance is raring to capture the Arrow — dead or alive. The upcoming installment of the DC Comics TV adaptation is titled "Public Enemy," which of course, serves as the archer's name in the SCPD. The episode will show the ultimate duel between team Arrow and the police, who believes that the Arrow is responsible for the recent killings in Starling City. Needless to say, they got it all wrong.

When Ra's Al Ghul failed to have Arrow accept what he believes is his inevitable fate to lead the League of Assassins, he longs to make sure that his words would come true.

"Your city will turn on you, and your closest allies within the police department will call you a criminal. You will be scorned and hunted and then killed," Ra's al Ghul tells Oliver in his attempt to convince the hero to switch sides.

Now, Maseo is terrorizing Starling City. As he attacks the mayor, he is cloaked in the same archer costume, which makes the police and the public believe that the Arrow is out on a killing spree. After the mayor, Felicity is at the receiving end of another attack. However, it is Ray who is put in the hospital by the assailant. The incident prompts the arrival of Felicity's mother, Donna.

Meanwhile, the efforts of Oliver and his team to seek out the person trying to frame him lead to an unavoidable duel against the police. Captain Lance is piloting the charge and with anger over Sara surging through him, he will not stop until he catches who he sees as a murderer.

In the process though, Ra's Al Ghul strikes once more by abducting Captain Lance. This ought to bring the Arrow in front of him again.

"You either ascend to the calling of Ra's al Ghul, or you will spend the rest of your days in a cage," the League of Assassins leader tells the Arrow as he enumerates his very limited options.

"Arrow" season 3 episode 18 "Public Enemy" will air on April 1.
