'Arrow season 4' synopsis revealed; holds no promise of Oliver in a green hood

The CW finally laid down the summary of what "Arrow" season 4 will be about when it returns in October. The synopsis questions if anyone is safe considering the circumstances and, at the same time, proves that Starling City is still in the face of peril. 

After defeating his most formidable foe to date and riding off into the sunset with longtime flame Felicity Smoak, Oliver Queen (a.k.a. The Arrow) left Starling City with the hopes of beginning a new life. But will Oliver ever truly be able to leave behind his past as the Arrow, and, if so, what becomes of the team he has worked so hard to assemble? Will Diggle, Thea, and Laurel be left to continue Oliver's crusade without him? And with Malcolm Merlyn having ascended to the top of the League of Assassins as the new Ra's al Ghul, is anyone really safe?"

Notably, there is no mention of a new villain apart from a suggestion that Malcolm Merlyn may once again rise as the big adversary in "Arrow" season 4. With Malcolm in command of the League of Assassins, he clearly has the resources that he needs to orchestrate another full-size crime. 

However, some speculations only toy minimally with the possibility of Malcolm becoming the bad guy for the second time. There have been rumors that a new villain in the form of H.I.V.E. leader Damien Darkh will be Oliver's concern in "Arrow" season 4. Adding to the question of Oliver's return to full-blown vigilantism and nights of crime-fighting is the mystery of this character, who was introduced at the end of "Arrow" season 3, and if he will be showing up in the new season. 

Also, the synopsis raises the same question fans have been digging answers for ever since Oliver decided to live a life of bliss with the woman he loves — Team Arrow without the actual Arrow. Will Diggle, Thea and Laurel be the new protectors of the city? 

"Arrow" season 4 premieres Oct. 7 and will follow a real-world six months time jump.
